'Coz the whole town has tons of defense, and gorgons have 70HP anyway (maximum of all lvl5 creatures) while the average for a lvl 5 unit is 48.8HP? Also in the original design there was tons of dragonfly hives to get more wyvern. Was the idea just to get tons of them from Dragonfly Hives but be fragile as Peasants?. Gorgons are more durable than wyverns and come in higher numbers, gorgons also have a much better ability. This is the final level of the whole campaign.I feel kinda bad for the Wyvern Monarchs, you need 2 or more to compare them to a Nix Warrior or Dread Knight.
